Event Stacking

Event Stacking refers to holding multiple events that are in close proximity to each other and are at the same/overlapping time with the intent of the same audience attending. Events are social gatherings of geocachers, holding too many in close proximity diminishes their value to the community. Events are not just an excuse to obtain a smiley. If an event is submitted and another is either already published or also waiting for review and the stacking guideline applies, the following clarification of the guideline will be used:

Events within a similar time period can be published only if they are more than 20 miles apart (as the crow flies). Events closer to than this distance can be published only if the end time of the first event is more than 3 hours before the start time of the next.

CITOs and stacking

An event may precede or follow a CITO event and does not need to adhere to the event stacking guidance above as long as the event is meant to give CITO attendees the opportunity to socialize. The focus must be the CITO event and not on the event. Please note that CITO events cannot be used as a means to act as cleanup after another event.

On the day before or after a Mega/Giga event, no events will be published within 40 miles of the Mega/Giga event other than up to two events per day hosted by the Mega/Giga committee.

On the day of a Mega/Giga event, no events will be published within 60 miles of the Mega/Giga event other than up to one additional event hosted by the Mega/Giga committee.



Public lands in West Virginia are managed by federal, state and local governments. Each agency has their own mission, which directs how they manage the lands under their jurisdiction. This means that policies for public use differ from agency to agency, and sometimes from area to area within a specific agency.

Federal Lands

Appalachian Trail Corridor

Geocaches are not permitted.

The AT is managed by the Appalachian Trail Conservatory and considered Federal land as part of the National Park Service.

National Cemeteries

Garfton National Cemetery

Caches are not permitted, including virtual stages.

West Virginia National Cemetery

Caches are not permitted, including virtual stages.

Monongahela National Forest

Caches are permitted within the forest.

All virtual locations and physical placements require express permission from the park manager and the NPS.

Ohio River Islands National Wildlife Refuge

The Ohio River Islands National Wildlife Refuge (ORINWR) is a National Wildlife Refuge (NWR) in non-contiguous sites consisting of islands along 392 miles (631 km) of the Ohio River, primarily in West Virginia.  Permission is required to place caches on ORINWR land.

ORINWR consists of the following islands:

  • Broadback Island
  • Buckley Island
  • Buffington Island
  • Captina Island
  • Crab Island
  • Eureka Island
  • Fish Creek Island
  • Gallipolis Island
  • Grandview Island
  • Grape Island

Coopers Rock State Forest

West Virginia Division of Natural Resources

The West Virginia Department of Natural Resources (WV DNR) has developed a geocaching permit policy that must be followed for geocache placement. Current participant and placement policies are found in the permit application. All rules and regulations provided by the WV State Parks must be followed.

The permit requirement applies to following locations:

  • State parks
  • State forests 
  • Rail trails operated by State Parks 
    • North Bend Rail Trail
    • Greenbriar River Trail
  • Wildlife Management Areas (WMAs) with State Park-operated recreational facilities
    • Berwind Lake WMA
    • Bluestone WMA 
    • Laurel Lake WMA

West Virginia University Research Forest

Geocaches are not permitted.

Please note that area includes portion of Coopers Rock State Forest north of I-68.

Oglebay Park and Wheeling Park

The Wheeling Park Commission requires permission for geocache placement. The permit application must be submitted and approved, per the instructions on the application.

Commercial Lands

Cracker Barrel

As of September 2007, Cracker Barrel corporate management has prohibited all new cache listings for Cracker Barrel Restaurant locations.
