Cache placements inside of cemeteries are not allowed in Illinois without permission. Caches may be placed outside of the perimeter. You are allowed to have a "virtual" stage inside of a cemetery (i.e. Find a certain marker, use the information to calculate the actual coordinates of the cache hidden somewhere nearby outside of the cemetery.
